Gluten-Reduced Beer Is Not Gluten-Free
If a beer starts with wheat, barley, rye, or oats, it is outside the line. Enzyme treatment does not bring it back. Hydrolysis does not bring it back. A later test result does not turn a gluten-grain beer into truly gluten-free beer.
The clean version is simple: no wheat, no barley, no rye, no oats. Gluten grains are never part of the process.
What Gluten-Reduced Beer Is
Gluten-reduced beer usually means beer made with an excluded grain, often barley malt or wheat, and then treated during or after brewing to break gluten proteins into smaller fragments. The label language may say gluten-reduced, gluten-removed, processed to remove gluten, treated to remove gluten, or crafted to remove gluten.
Those phrases are not the same as truly gluten-free.
They describe the category honestly if you read them closely: start with gluten, apply a process, then ask the drinker to trust the result. That is not the same thing as starting clean.

This table is a site-standard boundary, not a measured risk table. The practical point is that “below a threshold” is not the same as “never made with gluten grains.”
Crafted to remove gluten is not the same as gluten was never there. Reduced is not free. This is not wordplay. It is the whole point.
The Testing Problem
Testing matters. Third-party verification matters. But testing verifies a clean system. It does not replace one.
Fermentation, hydrolysis, and enzyme treatment can break gluten proteins into smaller peptides. FDA guidance recognizes that conventional methods may not accurately detect and quantify gluten in fermented or hydrolyzed foods. The FDA framework for fermented or hydrolyzed foods relies on records showing the food was gluten-free before fermentation or hydrolysis, along with controls for gluten cross-contact.
That matters for beer. If the beer starts with gluten-containing grain and then breaks the protein apart, the consumer is being asked to trust that processing and testing made the remaining risk acceptable. That is a different category from beer brewed from gluten-free ingredients from the start.
TTB's treatment of alcohol beverages made from gluten-containing grains and processed, treated, or crafted to remove gluten points to the same divide. That claim category exists because it is not the same thing as beer fermented from ingredients that were not gluten-containing in the first place.
The Trust Problem
The problem is not only chemistry. The problem is trust and consent.
People with celiac disease and gluten-related medical needs should not have to decode marketing fog to find out whether a beer started with barley. They should not have to ask whether crafted to remove gluten means the same thing as gluten-free. It does not.
“Probably not enough to hurt you” is not a safety standard.
If a product uses gluten grains, processes them, and asks the consumer to accept the remaining uncertainty, it should say that plainly. Brands should mean what they say.
What The Category's Own Customers Reported
This is not only our position. The people the category was built for were asked, and they answered. The Celiac Support Association and Bard's surveyed 985 people living gluten-free about beers made from wheat or barley and then processed to reduce gluten. Four findings carry the argument on this page.
Liking it told them nothing about whether it was safe. Of the 717 respondents who drank one and reported an outcome, 578 said they liked it — and 209 of those, 36.2%, reported a gluten-related physical reaction anyway. Enjoying the beer carried no information about whether it was doing them harm.
The reactions were not faint. Of 279 reported reactions, 141 were described as strong rather than slight — half of them, and 19.7% of everyone who drank one.
Many did not know what they were drinking. Of the 832 who answered, 361 were unaware at purchase that the beer contained wheat or barley. 149 people both reported a reaction and had no idea what was in the glass. They were not making an informed bet that went badly.
The community rejected the framing outright. 72.1% said wheat- or barley-based products processed to remove gluten should not be marketed as gluten-free.
That last number is the one this page is about. "Probably not enough to hurt you" was not a standard these drinkers accepted, and 209 people who liked the product and reacted to it anyway are the reason why.
Self-reported experience from a self-selected survey audience, collected 2014–2015 — not a clinical challenge study. It establishes what these consumers encountered and what they concluded. It does not establish a physiological dose response, and we do not read it as one. Where our recomputation from the raw export differs from the published figure, both are shown on the results page.

The point here is simpler: the category is disputed for a reason, by the people it was aimed at. Gluten Free Brewer does not treat gluten-reduced beer as equivalent to truly gluten-free beer.
Gluten Free Brewer Position
Gluten-reduced beer is not our standard.
Truly gluten-free beer is brewed from ingredients that are gluten-free before they enter the brewery, handled through a gluten-free supply chain, protected from gluten cross-contact, tested, and verified.
No wheat. No barley. No rye. No oats.
At no point is gluten removed. At no point is it reduced. At no point is it hidden behind a testing claim. The gluten grains are never part of the process in the first place.
That is a higher standard, and it exists to eliminate ambiguity.
It is not rocket science. It is simply the way it should be.
Why we take this position
Position. Gluten-reduced beer is a different category from truly gluten-free beer, and it may not borrow that category's trust. A beer that starts with wheat, barley, rye, or oats and is then treated, hydrolyzed, or tested stays outside the line, whatever the finished-beer number says.
Basis. Gluten Free Brewer doctrine for the line itself; published science and our own survey data for why the line is drawn where it is.
Why. The category asks the drinker to trust a cleanup. Antibody assays do not reliably quantify every harmful peptide pattern in fermented-hydrolyzed beer; sera from some active-celiac patients bound proteins in gluten-removed beer; an apparently gluten-free beer carried peptides reactive with celiac patients' cells.123 And the category's own customers told us what that means in practice: in 2015, of 985 gluten-free consumers surveyed, 279 reported reactions to gluten-reduced beer, and the survey recorded confusion at the point of purchase and a clear preference for beer made without gluten grain. Where the evidence cannot carry the claim, the claim must not be made.
The problem forcing it. No validated method exists to prove a fermented gluten-grain beer safe for a celiac drinker, and the two categories share a shelf, a word, and a customer. The line has to be drawn at the ingredient because nothing downstream can draw it.
Compensation or ideal? The ideal. Drawing the line before gluten enters is not a stand-in for better testing; it is what makes testing verification instead of rescue.
Evidence.

- Limiting evidence: the antibody-response study is small, and some celiac organizations advise that gluten-removed beer testing under 10 ppm is tolerated by many. We state that; we do not rely on "many."
Open contradictions. None on the evidence. Advisory bodies differ on what to tell a celiac drinker about gluten-removed beer; that is a difference in risk tolerance, not in findings, and both positions are linked from this page.
What would change our position. A validated assay for fermented-matrix gluten, backed by clinical outcome data at population scale, would change what a finished-beer test can prove — and we would say so plainly. It would not move the category line, which is drawn at the ingredient, not at the number. Nothing short of a recorded decision moves that.
Related research asks. None open. The frontier problem beside this position is verifying a gluten-free claim in a shared facility; it has no published workaround.
Commercial interests. Craig Belser holds a royalty interest in recipes licensed from Bard's. Those recipes are truly gluten-free beers — the category this position favors over gluten-reduced beer. The position predates the interest and is the reason the recipes exist; it would be published identically without it.
Consequence if wrong. Safety. Being wrong here means a celiac drinker trusts a beer that harms them. This position may never be softened on practitioner observation.

The Documented Evidence
The GFB line is doctrine, but the testing and residual-peptide concerns behind it are published findings, not rhetoric.
- Hydrolysis complicates measurement — antibody methods do not reliably quantify every potentially harmful peptide pattern in fermented-hydrolyzed foods, and different processes create different peptide profiles: Panda & Garber (2019).1
- Some treated beers still bound celiac-patient antibodies — in an active-celiac serum study, two patients whose sera reacted to conventional beer also reacted to a gluten-removed beer: Allred et al. (2017).2
- A low ELISA result did not settle peptide activity — an apparently gluten-free beer contained peptides recognized by anti-gliadin antibodies and reactive with cells from people with celiac disease: Real et al. (2014).3
The papers do not establish GFB doctrine. They establish that hydrolysis, assay response,4 residual peptides, and biological response cannot be collapsed into one comforting number. GFB therefore draws its line upstream: no excluded grain enters the system.
